Medicaid (commonly called the "White Card") is health insurance funded jointly by each state government and the federal government to provide coverage for low-income residents. Because each state runs its own program, policies and eligibility rules differ by state. In California it is called "Medical"; in Texas it is called "Medicaid."
Texas Medicaid eligibility is more restrictive than many other states. The following three groups may qualify:
Children under the age of 18 from low-income families may qualify for Medicaid or CHIP (Children's Health Insurance Program), which provides comprehensive medical coverage.

Learn moreIn Texas, if you are an adult aged 18–65 without a disability and not pregnant, you do NOT qualify for Medicaid (White Card). Your only option is to purchase Obamacare (ACA Marketplace insurance). This is different from states like New York and California. If you recently moved from those states, you may find you no longer qualify for Medicaid yourself, though your children likely still do.
Texas has some of the most restrictive Medicaid eligibility rules in the country. Understanding these differences is important if you recently moved from another state.
Unlike New York and California, Texas does NOT offer Medicaid to healthy working-age adults (18–65) regardless of income. If you are in this group, you must purchase coverage through the ACA Marketplace (Obamacare).
Texas Medicaid covers children under 18, seniors 65+, and adults who are pregnant or have qualifying disabilities. Your children are still eligible even if you as a parent are not.
